By "automatic" we mean that it should come into effect unconditionally every time that the election platform is not respected at a certain level, with no need of supplementary proceedings. For exemple, it doesn’t depend on the vote of the citizens by referendum (as it does at national level in the current Venezuelan constitution as well as at local level in other countries) or any other exceptional measure. A citizen-based monitoring system, the network of Commitment Monitoring Councils (CMC), is charged of evaluating whether each electoral promise has been kept. CMC network is mentioned in the next section. After this mechanism will get approved, and before the elections, parties will assign 100 points to their election platform, and distribute them among the different chapters (health, education, pensions...) at their convenience. Such 100 points will be also distributed yearly along the period of the future mandate. Parties can assign freely these points depending on different criteria like their budgetary importance, or following their own list of priorities, etc. No other regulation apart from this one and the election law in force will be required, for becoming candidate. If the newly elected government does not keep the election promises in the first year of its term, worth 85 points (specified for that period), it is given a warning. If in the second year of its term it still has not fulfilled them, it should resign and call new elections. Points are not cumulative from one year to the next one. But the retiring party can stand again for election. Once the mechanism will be approved, it is expected to be used for all the election platforms of future candidates, regardless of how they will be elaborated (whether entirely by parties, by groups of voters like in this campaign, or by a combination of the two.)
